The AEB proposal on the inappropriateness of introducing licensing of wholesale trade in plant protection products was supported by members of the Public Advisory Council under the Ministry of Economy

The Ministry of Agriculture and Food supported the position of the Association of European Businesses on the incorrect title of section 2.30 “Plant protection products and other persistent organic pollutants to be used in laboratory-scale research, as well as a reference standard” for the list of goods for which the importation procedure has been established to the customs territory of the Eurasian Economic Union, approved by the decision of the Board.

The Ministry agreed with the Association that the substances listed in this list are not plant protection products in accordance with the Law of the Republic of Belarus on December 25, 2005 “On Quarantine and Plant Protection” as amended by the Law of the Republic of Belarus of July 18, 2016 and the Regulation on import into the customs territory of the Eurasian Economic Union of plant protection products (pesticides) approved by the Decision of the Board of the Eurasian Economic Commission on April 21, 2015 No. 30 “On measures of non-tariff regulation”.

Considering the preparation by the Ministry of Health of the Republic of Belarus of a draft resolution of the Council of Ministers of the Republic of Belarus “On issues of issuing opinions (permits),” aimed at bringing national legislation in line with the above EAEU standards, the AEB, together with the Ministry of Agriculture, sent their objections in order to avoid the adoption of incorrect regulation and introduction additional administrative procedure.

AEB drew attention to the need to amend not only the draft resolution, but also the original document adopted by the EAEU.
