The AEB has submitted proposals on the adoption of the Plan for the Prevention of the Negative Impact of Tobacco

07.10.2024

The AEB has submitted proposals to clarify the wording of a number of provisions of the draft Joint Action Plan of the CIS Member States to Prevent the Negative Impact of Tobacco and Other Nicotine-Containing Products on Public Health.

It was noted that there is no need to adopt the CIS model law "On the Protection of Citizens' Health from the Effects of Second-Hand Tobacco Smoke and the Consequences of Tobacco Consumption", since it contains provisions that go beyond the national legislation of the CIS countries, the provisions of the WHO FCTC and the guidelines to its articles, and in some cases, contradict the basic constitutional principles, as well as taking into account a significant number of comments on the current version of the document received from parliamentarians of the Republic of Belarus and the Russian Federation.

The provisions of Clause 1.6 of the draft CIS Plan are not relevant, since they relate to the sphere of technical regulation and law of the Eurasian Economic Union.
