A request for clarification of the provisions of the Special Restrictive Measures Resolution No. 808 of December 31, 2025, "On the Application of Special Restrictive Measures," has been sent to the Ministry of Antimonopoly Regulation and Trade.

The Resolution prohibits the import and sale of goods originating from unfriendly countries, as listed in Appendix 1 to the Resolution, into the Republic of Belarus. These goods may only be imported under one-time licenses, upon justification of the need for such import.

To facilitate better and longer-term planning by business entities, the Ministry of Antimonopoly Regulation and Trade proposes to clarify the criteria for determining whether a prohibited product is needed and/or the requested quantity for the stated purposes. Additionally, it proposes to clarify the factors that provide advantages when deciding whether to issue a one-time license to a business entity for the import of goods originating from unfriendly countries.
